js: report limit and background context in "Infinite loop" errors
The error now includes the limit that was exceeded and whether the
operation callback belongs to a load(true, ...) background thread, so a
report identifies which counter fired. A long-running jsexec script that
sets js.branch_limit = 0 in its own context can still hit this error from another callback, and the old message gave no way to tell them apart.
Also print the uint32_t counter with %u rather than %lu.
